TL:DR - I understand that for RTS, story is not the most important part, but that does not excuse how weak the storytelling here is. Since your character does not voice anything on their own, this game should have had in each campaign some second-in-command character that would represent players own agenda (even if for most of the game the agenda would just be to not get screwed, which is identical theme in all three campaigns).
Long version:
One thing that really irked me on GDF and NOD Dynasty campaign was how the story was told.
You were some miracle working commander that just had no agenda of his own and went along with whatever whoever just ordered you to do at the moment.
Your leader orders you to do something? You do it without questioning. Next mission previous leader that is planning kinda coup orders you to do something? You do it without questioning.
Just doing whatever you are told to, with absolutely zero input or care from your side.
Of course, you are mute protagonist, who does not speak for himself. But Devs completely missed how that is solved in Red Alert by always having some secondary character who is fully supporting you, have no agenda of their own and which voices your concerns on your behalf.
In Tempest rising, there are some secondary characters, but they either do not support you specificaly, and are just generaly on your side, or they have agenda of their own.
Often they play both the role of someone throwing you to the wolves while doing story exposure while also trying to play the "concerned ally" at the same time.
I hoped that with Veti campaign, they would have made more effort. But I was quite dissapointed when it was more of the same.
Wake up and do this because you are told to. Now you are told to work for enemy because you must. Now you are told to try and subvert your enemy in this specific way. Now you are told to defeat that enemy.
But in all three campaigns, the story feels as if someone made cliffnotes about how the story is structured, and then when making cutscenes forgot to actualy develop it and instead they used just those cliffnotes.
